I have a LOT of video I'm importing, and I don't wont to slow down elements because it's backed up with video clips. I don't think "cut" actually removes them from the project. Does "Clear" or any other function remove the clip completely?

Also, I my project got deadly slow last time I worked will elements, but may that have been because I was using hard drive format (mpeg) instead of working with avi? (the project I'm working with now is with tapes)

Yes, MPEGs demand a lot more system resources than DV-AVIs. In fact, if you're working with more than a minute or two of them, we recommend you convert them to DV-AVIs before you use them in Premiere Elements.

I'm not sure what you mean by "cut", since it's a more general term for anything you remove from your video. But there is a difference between "Delete" and "Clear". When you delete a clip or a portion of a clip from your project, the rest of your timeline shifts to fill in the gap. But when you clear a clip from your timeline, the rest of the timeline remains in place.

haha... I just finished a big 'ol project with mpeg. Now I know why elements was oveloaded. Thanks again!

When you cut a clip, you can paste it somewhere else if you wish. When you clear it, it's simply gone.
